Other flavors included fruit; clove or spice; chocolate; alcoholic drink, such as wine, cognac, or other cocktails; candy, desserts, or other sweets; or another flavor. Unknown flavors were excluded from this figure (<0.1%). States with flavored electronic cigarette sales restrictions were California, Massachusetts, New York, Rhode Island, and Washington. The control states included Colorado, Connecticut, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Hampshire, Oregon, Utah, and Vermont. Each bar represents a 4-week aggregate interval.
In California, the law became effective on December 21, 2022. In Massachusetts, on September 19, 2019, laws restricting the sale of all vaping products were enacted due to EVALI. On December 1, 2019, another law restricted the sale of flavored nicotine vaping products and nonflavored nicotine products with a nicotine concentration of 35 milligrams per milliliter or higher to only licensed retailers. In Washington, a temporary sales restriction was effective October 10, 2019; the law ended on February 7, 2020.
